I earned bachelor degree in accounting with two years experience; and just completed my MSc. Finance in Germany. Does anyone know where I could find a university to study PhD finance in US without GRE or GMAT? Thanks

Well, most competitive colleges required GRE nor GMAT. If you don't want to take those exams you have to go to online school or not so famous school. I think Regent university in Virginia does not need GRE nor GMAT. You need to do some research online by checking college in the US one by one--effective methods and you will get what you want. Most Universities only require the GRE for a Masters program. But you already have your Masters degree, and that is really the only qualification for entry into a PhD program.
